I do believe it’s intended to give out Cataclysm herbs.
It does give Cataclysm herbs, but you would be lucky to get 5g for these on the AH.
When I herb on Squidly, I’d pick 20 herbs < 5 minutes, so value for JPs this is not.

Last time I checked (It wasn’t that long ago, I swear.) Those were going for about 7 gold each, and the Jasime – 13 gold.
$25 for a potential boost of what, 70g? Then maybe another $25 back? That’s not really good value either.
Agreed, Not worth transferring and definitely not worth buying the satchel… 43 boss kills and this is what you get for it?
Why not have a level 5 slime covered pouch as the reward, at least you would realize straight up that it was a bad joke.
It has been stated several times by Blues that these were not intended to be a good value but rather a sink for your JP if you have absolutely nothing else to spend them on. So, looks like it is as advertised I’d say!
I expect you are right.
The Devs decided that it would be unfair on gatherers that spend minutes picking these herbs if someone can run hours of instances to get something of equal value.
It may be working as intended… but that doesn’t make it right.
