A neat way to do this might be like what I heard Blizz was doing with heroics for WotLK (but ended up not doing apparently) - and keep normal instances as they are, but make heroic versions that take place in a different time frame - as you said, the invasion of Gnomeregan, or perhaps an invasion of Org through RFC.

It would be great if it could handle all the level caps, but I would cope if it was only 80...

No need to level a Gnome... Any Ally would do, afterall you would be transformed into a 4 fingered champion when zoning in.

yeah. If bliz could work out an appropriate reward system, where you get rewarded even if you can only join in for 1 hour in a 48 hour battleground, it would be awesome.

There is a tiny vain part of me that doesn't want to be a fire-slinging trogg... but that's the same part that asks if I look fat as a human. ~_^

I think this is an awesome idea. Have multiple options for it, like you said, for the PvPers and the PvEers and us crossovers who do a little of everything and nothing. ^_^

Sounds like a great concept. Would It be for level capped players? Or, would the instances be for the levels that are currently appropriate?
My biggest question, would I have to level a gnome mage to experience the ally version? The thought of having four fingers creeps me out.
